Overview

Why It Works:
Separate entities create the APPEARANCE of competition while enabling complete coordination. Investigation of one entity doesn’t reveal the full structure.

The Disconnection:

  • By 1994, original relationships forgotten
  • By 2026, seems like “ancient history”
  • Yet the STRUCTURE created then still operates
  • Time separation makes pattern invisible
  • Each generation thinks system is “natural”

Why It Works:
Human memory is short. Institutional memory is eternal. By the time exposure happens, the relationships that created the system have been forgotten, making the system itself seem legitimate.

How It Works:

The Reality:

  • Commission itself became corrupt

  • Fees extracted from captive industry for 71 years
  • Yet framing remained: “We’re the protectors”

The Defense:

  • Every reform attempt: “You’ll bring back the mob!”
  • “Dismantling oversight is dangerous!”
  • “Workers will be vulnerable!”
  • Benevolent framing = shield against reform

Why It Works:
Who opposes “fighting crime” or “protecting workers”? Benevolent framing makes questioning the system appear malicious or naive.

Why It Works:
